Food manufacturers, canneries, bakeries, stores, etc. should donate their close dated or even out of date packaged foods to Food Banks instead of discarding it all.

Stores return things like bread and milk to their distributors rather than sell it at a discount on the last 'Sell by' date even though it doesn't magically go bad on that date. The distributors then usually just scrap it.
