Telegram is kind of buggy.
When you first download and install you have to go into the settings and figure out the way to hide your # from being revealed.

And even after you make that setting change it has revealed my # I have been told and it has revealed the # of someone I have chatted with. Plus I have only used it with two people I have met on lit.

Telegram is not end to end encrypted UNLESS you start a "secret chat" and secret chats are limited to just 2 participants, so group chats are not encrypted at all.

Telegram has ended some secret chats I have had and neither one of us ended the secret chat.

All that and add to the fact that Telegram was developed by Russians.

Hey I just wanted to help that fella out that asked if it was safe to use telegram.

Don't kill the messenger for stating facts.

Oh and telegram is also very hit and miss about notifying you about new messages. Sometimes it will notify you, sometimes it doesn't notify you. Which if you ask me isn't very conducive to a free flowing chat.
