Yes those will cause welts and bruising if you are in them for a long period of time and fight agianst them.

Welts, bruising, yes they do cut into the skin depending on how hard you're pulling, or for how long. They leave the skin raw, scraped layers, usually worse than rug burn but not quite road rash. But yes, they can and do cut into depending on how hard you pull. Normally the blood just seeps through smaller cuts on the wrists as you're pulling them. Opening sequence from No Country for Old Men shows Javier Bardem's wrists after strangling someone with handcuffs, so that could give you a good visual.
