I just thought about something new:

There is an old fashioned tailor (maybe the story is set 50 to 100 years ago). He doesn't sell the usual clothes, he creates everything on the request of his customers.

One day, a young nice lady enters the store. She wants a new dress so the tailor has to take her measures. The woman takes her old dress off - but of course, she stil wears underwear (or maybe hot lingerie). Then the tailor gets a tape measure ... at first he measures her hip, then her waist and finally her bust. So he touches her body and her boobs a few times ...

Then the woman tells him that she also needs new trousers. So the tailor also measures her legs. At first on the outsite of the leg - from the ankle up to her hib (and her nice butt), then on the inside .... from the ankle to her crotch ....

I guess the woman gets hot by that, but for some reasons (like other customers) nothing happens. But at home, she masturbates ....
2 weeks later, the tailor gives her a call: Her clothes are half-finished, now she has to come to the store, for the finishing touches on the clothes. The woman tells him that she is short on time - maybe she can come to the shop outside of the business hours ...

So, she is in the empty store, and the tailor tells her to put the trousers on, for the finishing touches .... but this time, the woman wears even hotter lingerie like a g-string with a transparent front ... and finally the tailor can't resist

There are still tailors/dressmakers etc that still do made to measure so it is possible to set it in modern day.

As someone who has worked in the fashion industry you see many things.

Sometimes the customers don't wear any underwear.

Thanks for the info. This no-underwear thing also adds something. Maybe it's just too hot for underwear ... or she just wants to provoke the tailor.

Maybe she wears it but has to change into some other underwear to suit the style of garment. The tailor accidently walks in as she is changing....

She may be aroused by all the personal attention giving by the tailor, fingers brushing lightly over her body as he/she pins the garment to fit.

Then if a hem has to be taken up, there is something about kneeling at someones feet, it sort of takes on a worshipping role.

Hope this has help a little.

If it was set 50 to 100 years ago remember the underwear situation would be very different. Also the chance of making clothes for the opposite sex (well the fitting stage anyway) wouldn't be likely to happen.

I also thought about something like: maybe the woman wants a tight dress. When she wears the dress, she can't wear underwear - and so she doesn't wear any underwear while measuring.

As to a date 50-100 years ago .... currently I am thinking of something like Yentl.

Imagine, there is this 18 year old guy called Samuel. He almost looks like a girl.
He is a tailor, but back then, the laws say something like: when naked or in underwear, male and females have to be strictly separated, until marriage.
But Samuel is sick of doing mens clothes, he wants to make dresses for females.
So he disguises like a girl, with long hairs, make up, fake boobs ... all that stuff. Then he starts to work as a trainee in a womens tailor store, with the name "Samantha".
So, as a trainee, he does all kind of stuff, including measuring womens bodies. And since the customers all think that he is female (no men are allowed in the store), they have no problem, walking around in underwear.

Then, one day there is this beautiful hot girl. She wants a new dress, so she takes off the old one. Underneath, she is nude (and maybe shaved). The guy is surprised, but he loves the look of her naked body (especially since most of the customers are 40 +).

During the measuring, the customer starts to talk to the tailor: "What's your name ?" "Samantha - but everyone just calls me Sam" - "Sam ? What a nice name. Oh, and what a coincidence: I know this one guy called Samuel who works as a tailor, too"´. Sam is shocked ... but the girl calms him down "Don't worry, I will tell no one about your secret identity. I knew that you are a boy ... that's why I don't wear any underwear ....
