In here, no. You can view someone else's cam on most instant messenger platforms such as yahoo and Skype, but you don't need to have a cam yourself to view someone else's cam.
id recommend getting yahoo instant messanger. you would be able to easily watch others' cams without needing your own, and if you had a webcam it is very easy to use it with yahoo if yo ever wanted to show off. if you want to watch people on cam, id even volunteer to go on for you so you can try it out!
