Wealthy and powerful people are above the law?

Are wealthy and powerful people are in some cases "above the law" and utterly exempt from criminal prosecution and investigation? They can commit heinous crimes (including murder) and get away with it. In fact, sometimes completely innocent people are framed for their crimes and sent away to prison for a very long time in order to protect some bigwig elitist asshole.
