After May 2004 the EU will be 25 nations and 450 million people.

Britain (apparently) wants to see a more 'inclusive' Europe in which membership depends only on political and economic tests. Thus not just Turkey but Tunisia and Morocco are seen as potential candidates. And then there is the rest of eastern Europe - Bulgaria, Romania, Belarus, even Russia, who are keen to join.

And what about the British Commonwealth and former Comonwealth countries? Canada, Australia, New Zealand, South Africa, Jamaica....
