Some clarifications are in order.

Yes, the government has spent some inordinate sums of money on firearms and ammo across the board. IRS, Forest Service, Park Service, etc. The greater sum of those monies went to procure firearms and gear, ammo was not the greater part of the expenditure. Speaking only concerning the Forest Service and Park Service, those officers only expend about 100 rnds/yr. for qualification purposes. As far as the IRS goes, only "Special Agents" are sworn and allowed to carry firearms, there are only approx. 2000 of those. So the IRS expenditure represents approx. $5,000 per agent. Government wide only 'sworn officers' (those with the power of arrest) are allowed to carry firearms. Government wide there are only approx. 50,000 sworn officers.

As far as Lake City goes, that is a contractual arrangement and the administration CANNOT interfere with the contract, at least until it's up for renewal in 2006 to 2009 depending on the exercise of optional extensions. The operator of the facility, currently Olin/Winchester, can sell excess production to the public. The operator must pay for all the raw materials used for that purpose and part of the profits from those sales are used to maintain the equipment, etc at a great savings to the taxpayer. And that's why you haven't heard a single peep about Lake City since that rumor was published and business goes on as usual.

When this weapons build up for all of these agencies started under the Obama administration DHS also purchased thousands of targets with elderly people, pregnant women, and children as the perceived threat. This can only be seen as a desensitizing move for these agencies to make it okay to shoot any citizen, elderly, pregnant, or even a child.

The raid on the Branch Davidian Compound plays out as being one of the biggest fuck ups in federal government law enforcement ever. They knew the firepower the Davidian's had within the compound, they knew the Davidian's had been tipped off to the raid, and yet they went anyways. A frontal assault that resulted in deaths of ATF agents and Branch Davidians that accomplished nothing. It was well known that David Koresh went into Waco on occasion and he could have easily been arrested there. Instead it ended with the compound burning to the ground after another raid with military grade weapons 51 days later killing 76 Branch Davidians including children. A stain on the ATF and Janet Reno that time will not soon forget.
