In CA you can’t buy a gun until 21. Then you can get anything that is legal.

In RU you must get a firearms permit and then can only buy a shotgun or pneumatic gun at 18 ,a pistol at 21, no rifles allowed for first five years - so the youngest you can be and buy a rifle is 23 - if you get your permit at earliest possible date.

You can get CC permit in CA.

No CC permits in Russia. The only legal handguns allowed in public are handguns using rubber bullets.

Firearms which shoot in bursts or have more than a 10-round capacity are illegal in both CA and RU.

There are no limits to how many guns you can have in CA. In RU an individual cannot possess more than ten guns (up to five shotguns and up to five rifles, either rifled or smooth-bore) unless they are part of a registered gun collection.

You must become a citizen of Russia and get a permit to buy a firearm there. If you want to move there and get a rifle it will take many years. You can be eligible to buy a gun in CA in ~ 60 days if you do it properly. Not sure about foreign nationals.
