There is no actual amendment proposal spelled out....just the suggestion that there will be one. And since it's Newsom's site, there is no indication that California will even sign on to propose it....just one guy saying he wants to

I made the sale through an FFL holder, all legal. The buyer was an ardent high-power competitor. Incidentally, I believe that Springfield Armory has discontinued the M1A National Match line of rifles.
