It's hard to believe that no one told the driver when so many saw that the barge had moved. It's like they were "just" waiting for this to happen, especially the person that filmed it and the other guy in he red jacket that was filming it. Then you had the guy that was beside the cab of the truck that didn't stop the driver, either.

That guy beside the truck was the driver bailing out when the boat started to move away from the shore.

Watch the clip again. At the beginning, there is a guy at the front of the cab that is standing there, looking backwards towards the barge. It is a brief moment in the vid.
