I know exactly what you're talking about. The ones that are designed to be vibrating panties tend to not be very good. What you need to look for is a strap-on harness that has a spot for a bullet vibrator, the more adjustable the better. Strap-on harnesses tend to have to fit really snugly to work. If you don't put the dildo in the harness, it'll basically just be vibrating underwear with an oddly placed hole in the front.

I'd like to throw in another option I've been interested in getting for a while but havent convinced my husband to buy yet. Check out the We Vibe II.
