HOUSTON — Texas State Rep. Jessica Farrar, D-Houston, filed a bill Friday that would penalize men for "unregulated masturbatory emissions."

The satirical House Bill 4260 would encourage men to remain "fully abstinent" and only allow the "occasional masturbatory emissions inside health care and medical facilities," which are described in the legislation as the best way to ensure men's health.

"A lot of people find the bill funny," Farrar said in a phone interview. "What's not funny are the obstacles that Texas women face every day, that were placed there by legislatures making it very difficult for them to access healthcare."

A man would face a $100 penalty for each emission made outside of a vagina or medical facility. Such an emission would be considered "an act against an unborn child, and failing to preserve the sanctity of life," according to the legislation.

The OP made a good point actually.

Going by the same logic: since the act of conception involves two reproductory organs: ovaries and testicles, why focus only on the female ones, like conservatives do?

So if a woman has more than three abortions which could indicate sloppy preventive practices: How about considering tubal ligation for the woman or reversible vasectomy in her partner?
And since the first procedure is much more invasive, I'd go with mandatory reversible vasectomy for her partner as well as for all men who sleep around.


Moreover, the fact that republicans condemn abortion while pitting obstacles to preventive practices (affordable or free contraceptives) seems both non - cost effective and illogical to me.

Neither does the enthusiasm of liberal men over abortions, only because they don't want to carry any responsibility like vasectomies or moderation in sexual practices, or paying child support.

"The deliberate use of the sexual faculty, for whatever reason, outside of marriage is essentially contrary to its purpose."
 
The OP made an interesting observation actually: that they might see themselves as two opposites,
but both liberal men and conservative men who fight over the abortion issue share something in common:
Selfishness and placing the burden only on women.


Liberal men want the woman to have an abortion in order to avoid paying child support, and conservative men want her to keep the child but they want to cut off maternity leave and give her no benefits for the child.

If they cared, they would both accept more responsibility and advocate for measures affecting men too (ie mandatory patternity checks and mandatory vasectomies if they fathered more than 3 unwanted foetuses).

I feel I could get a lot of wiggle room out of the word "deliberate."

The wiggling may be literal.
