If they are in Uniform and seen (webcam or AV) and acting in a manner not consistent with the standards expected to be upheld, yes they are.

When my ex was in the Army I remeber him telling me over and over again how stupid it was to have to take off his hat everytime he went into a building.
 
I thought proper etiquette was to remove your hat before entering a building regardless of what branch you are in.
