Protagonist is a married 29 year old man. He is set to go on an out of town business trip to attend a conference. His trip was due to begin with an overnight intercity bus ride so that he can attend the opening of conference first thing in the morning.
It turns out that his 21 year old cousin is also making the trip on the bus. She's tall and leggy with a toned ass. She's intelligent but always rather insecure about her height. Cousin is on her way to the same city Protagonist is in for another academic year. Protagonist remembers that the city he's going on a business trip on is the same city Cousin goes to university to.
They catch up during the night on the bus ride before going their separate ways. Protagonist checks into the hotel and attends conference. During lunch break, he bumps into Cousin wandering around town. Cousin said that she's due to move into new accommodation. Problem is she's moved out of her old accommodation but the person at her new accommodation has unexpectedly requested and gotten an extension on the rent, leaving Cousin without a roof over her head. Without much thought, the Protagonist offers that the Cousin should stay with him at the hotel instead. The Cousin protests but the Protagonist would not take no.
The hotel room is not a suite but not a cramped motel room either. It is in these close quarters that Protagonist begins to realize that Cousin is a hot young thing but he was able to control himself.
The second night, Protagonist returns from conference to find Cousin dressed in a tanktop and short shorts. Room service came in not long after with the server wishing Protagonist and Cousin a great "Honeymoon". Cousin asks if they looked like honey mooners. Protagonists said probably looks like it given Cousin's sexy outfit. Cousin counters if "You've ever seen or thought about me like that?" and we go from there.

The rationale for the incest being a Cousin is to play up element of coincidence in the Protagonist and Cousin being on the same overnight bus and the conference and the Cousin's university being in the same city. If it was a sister, where she went to university and when she would be heading there for another academic year would be common knowledge for the Protagonist. You also want the Cousin's initial protest about not staying at the hotel to be about not imposing on a family member rather than about any potential improprieties.
2. I don't often see incest where the two people are involved are from the same generation (brother/sisters, cousins, in-laws) but are in different life stages so I want to explore the dynamic. Here the Protagonist is married, has a steady job, and more mature, which begins to plant the seed of attraction in the Cousin. The Protagonist on the other hand is attracted by the fact that Cousin is more mature than someone her age. This in addition to the physical attraction.
