Underage Drinking + Drug Use

I know Lit has the rule about underage sex, but what about underage drinking and illegal drug use? I'm considering a story about people (who are over 18, but under 21) who would illicitly use drugs and alcohol. Is this allowed/disallowed?

In most of the world you can drink alcohol starting at 18.

I think "over 18" is the key element. Sure, in some states the law is "over 21", but this is Lit.
