my first thought:

Coworkers. They work at a company that has them park at a garage a few blocks away, it’s COB and it’s raining so bad it’s to the point where it’s close to walking through a waterfall. Which one of our leads finds out when their cheap umbrella collapses just a few steps out.

They consider calling an Uber (company policy is that everyone leaves by a certain time so they can’t just stay till the rain stops) when one of their coworkers comes by with a massive umbrella, closer to one you’d see on patio furniture or on a beach. Coworker open the umbrella, but they don’t have the strength to hold the umbrella up by themselves. So coworker agrees to help in exchange for them sharing the umbrella. It’s slow going even then, and they have to hold hands to keep the umbrella steady. They talk about stuff, laugh about their predicament, especially when they still get soaked by a passing motorist (of course, one or both of them is wearing white so it becomes close to see through), and by the time they get to the garage, they are exhausted and wind up relaxing in the back seat of one of their cars. The strip out of their wet clothes and…with their body heat making the windows fog up, they fuck in the back seat while they wait for the rain to stop.

Maybe it’s a one time quickie or maybe they becomes a couple, either way it’s an experience that only happened because of the rain and neither of them bringing an appropriate umbrella

I can think of two songs that are all about relationships that start under an umbrella: "Fella with an Umbrella" from Easter Parade, and "Bus Stop" by the Hollies.

For the segue, maybe he asks if she'd like to "hold the shaft" for awhile?

A very sexy idea.

My take - A young woman and an older guy, have been eying one another at the covered bus stop on the corner of Mutual St. and Attraction Ave. for weeks. Then one nasty day, they show up and the bus stop awning is gone due to city renovations, to be replaced at a later date. They share the man's umbrella as the rain moves in. There's some nervous banter and sexy smiles, and they enjoy the smells and warmth of being so close. Until they realized that the bus isn't coming. The route has been changed. They call an Uber and he takes her home first. She offers a cup of coffee and romance ensues.

Maybe they are two very shy people who are so overcome by their attraction, that they finally make a move and they both do so at the same time. The resulting first kiss is epic. I definitely see this as a romance. Good one.

Maybe time travel take? Woman in present day is waiting at a platform, torrential downpour with massive lightning and thunder hits. Man dressed in old fashioned clothing appears out if the rain and offers his umbrella, slight spark of romance. They meet multiple times (maybe on a very large timescales, years between) and share their lives, aging as the story goes. Finally meet in the afterlife. Definite romance/non-erotic material.
