Suspected is an important word.

OK, they definately are going down for killing a police officer but they might not be terrorists. They could just be normal run of the mill criminals.

If you shoot them dead you can't put them on trial. If you don't put them on trial then they can't be proved guilty.

This is Europe, we were trying to deal with terrorists since before Hans was pulling little girls' hair.
