Taliban Emirate is not the same thing as "Afghan" which was largely a figure head name for the region to communicate outside the territory.

Pashto are largely nomads. Most who do dream of "Afghanistan" have already left the country. The rest are trapped there or are lucky to be alive and trying to take back spates of land that were in their family for years. However since the Russians were there there isn't any growth. All the forest were burned to eliminate fuel and make the only place to hide is behind a rock.
