That's the province of China where the oppressed Turkic Muslim Uyghurs live. Story here. It is sometimes also known as East Turkestan or Chinese Turkestan (the rest of Turkestan being the former union republics of the USSR in Central Asia).

And, BTW, China has always tried to control that territory, because it was the first leg on the Silk Road. If you look at maps of the empires of past dynasties, you'll often see this big anomalous bulge to the left/west, connected to China proper by a narrow land corridor. (Tibet, to the south of Xinjiang, was usually not part of the empire.)

I don't know if this very limited one-province trade ban is something the PRC's economy or the CCP is really going to feel, but it's certainly a well-intentioned gesture.
