As far as the ship's captain and the crew were concerned, it was a non-event. The crowd cheered. Sounds like progress to me.

Apparently it's a tradition to "raffle off" the first kiss. Meaning who gets to leave the ship first and kiss their loved one while everyone is watching and applauding. It just so happened that this woman aboard ship--her partner (who is also in the navy) was the winner. And so they got to engage in the first kiss
