Somewhere out here (I think), was the concept of magically/technologically enhanced boy/girl twin pairs who are one mind with two bodies of opposite sex -- or you can think of perpetually open wideband telepathic linkage between them, what in practical effects is comparable. Among other anomalies that concept explored the fact such a double body person have unlimited access to gender restricted facilities, with however lame, can be made fun in reader space.

If they share minds but not intimate contact, it's not really Incest; and sister-sex is commonly accepted, even expected, in many categories. But if close siblings can share telepathically, they don't NEED intimate touch with each other. That's just gravy!

I envisage options:

* Identical, fraternal, or Irish twins; or adoptees like a long-lost sib.
* Sisters, brothers, or one each; how does each kinship play out?
* Fucking with singles each, or with other siblings, twins or kin.
* Siblings sharing or swapping their sensations or consciousness.
