The MRP or Male Refractory Period, is the length of time it take to attain an erection after you've already orgasmed. A lot of things can impact on the MRP. Drugs, drink, how tired you are etc....
At the moment there is no medically approved way of reducing your MRP. So in answer to the original posters question, yes it it not unusual for a couple to stop after the man has orgasmed. That is one of the reasons why the call it a climax.
An MRP is usually measured in minutes, with an average mid 20s male being right around 30 minutes or so. A willing partner can help somewhat to reduce your MRP by providing gentle stimulation. But basically if you need 15 minutes, you're gonna take 15 minutes. If you need 30, its gonna take 30.
