The White House isn't just "a building." That's why Trump promised the construction "won't interfere with the current building." Which it is doing.

Trump isn't the owner. He's just the current tenant. That's why he has to go through the national capital planning commission, which he apparently hasn't.

But he doesn't seem to care about rules, whether they were rules about racial discrimination when he was working with his father in real estate, or rules about sexual assault or rules about extrajudicial killings.

As for getting to see it, my guess is the next occupant will have that garish casino decor removed pretty quickly, so you'll only see it in news videos. Remember what happens to all those banana republic autocrats who build palaces while their people go hungry (or, in Trump's case, have their healthcare bills jacked up sky high).
