I'm a Dom and although I will sometimes tickle for a second or two, I don't like being tickled myself, so I don't do it to others.

Bondage is a time when I'm in charge. If I have someone tied up, I'm in control and I personally don't do anything that I don't find sexual, and I don't find tickling sexual. Yeah, I have a pretty major tickling thing. I can't disassociate it from sex.
