Hey BeeBeeBlue, my Dad works at a jail and this happened there too. The guy asked to go to the toilet while in one of the holding cells (where there are no toilets) and the guards were busy signing people in, they asked him to wait so he decided to cut it off.

As he handed the guard his penis, he said "here you go mate, wanna go for me", then proceeded to faint with what he had done. Luckily for this guy they were able to get him to the hospital and have it replaced.

Just thought I would share, but yes I think that it would definantly cut down the rate of Rape, don't you?
