This reminds me of a law we had in Canada years ago. It was legal to buy a radar detector for you car but it was illegal to use it.

Nothing stupid about that.

Florida has such laws.

A few years ago one of our ambitious cops arrested a driver for possession of clove cigarettes. At the time it was legal to manufacture and sell/buy clove cigarettes but illegal to possess them.
