I read that article and I have a problem with the "crime rates, the politics" part of the quote in the first (or second depending on how you count) paragraph.

I doubt that those expats are bringing crime with them. At best they're just providing more opportunity for the local criminals. In regard to politics, Mexico's laws are such that expats have virtually zero political rights.
