Probably not, James. That assassination was just a bit in the Balkan War. With the Austro-Hungarian Empire looking for an Adriatic outlet, there was bound to be a spill over.
It shoulda been what you suggest but Russia and Austria wouldnt leave it alone, and once Russia mobilized the fat was in the fire for all that followed.
Note: Austria already had Adriatic ports before the war.
