Both single tail and floger are different toys for different purposes and sensations/punishments/usage. The only possible solution is to have both, Im affraid

IMHO the floger is more easy for beginners to learn - to at least non-profi level of usage, but still safe. Single tail - depends on it's design, could be pretty nasty toy
