Try this again...It is hard to chose one there are so many. Even if you just looked at serial killers in the U.S. But I have to say my first thought went to Hitler, ommiting him I would have to say Heinrich Himmler he was the mastermind of the Holocaust. Hitler signed off on it but this was Himmler's plan. He is responsible for the death of millions.

Xi. He is the first being of any species on this planet to actually conquer the entire world. He like many of the others, wrote his outline (he at age 17) of what he would do. Once he has over powered the main forces in the world, he now can use his military, which out ranks all others, and no one nation or group of nations can stand up to him. He actually brought the whole world to a stand still with his COVID mass weapon. He used his puppets to help spread the fear and lies of the man made virus to destroy the economic and political control of most of the nations in the world. The other force, money was used by moving in on countries with his slave labor, and once he had a foot in the door taking over by default industry, transportation and land. A very smart and the most dangerous human ever born. The one problem is that he is like most dictators and cares nothing about what will follow after his own death. Like Alexander, who got a good slice of the world, when he died, he told his generals that he wasn't naming anyone to take his place. Let it go to the strongest. And history shows that all empires that go in that direction after the most powerful dies falls in the end. Only this time, since he knows he is getting up in age, actual full war is no problem to him. Once he thinks he has everyone weak (look at the U. S.) then the sword will come out. He will before his end, end the world.

My examples didn’t just kill people, but yes killing people is the ultimate evil because for the victim it’s terminal.
 
Stalin, Pol Pot, Chairman Mao, Xi (and the people Xi controls) among a long list of others are all influenced by one primary source. He may not have done the killing himself but I am going to say Karl Marx.
