I know that idiom traditionally means that one is attempting to do something very unchallenging, but I think the meaning is creeping towards, "I'm shooting just because I can," or more generally, placing the emphasis on the action rather than the target. Possibly because you don't see many barrels of fish anymore, although maybe I don't spend enough time trawling the wharf.

I think of it as such an established cliche that people don't really think about what they're saying or even really visualize it. I have never seen fish in a barrel, and I've never shot at fish, period, in any context, and I can imagine it might not be as easy as the cliche makes it sound. It sounds good, though.
