While that is a good contributing factor (unless this intact families go into politics) my go-to is still Broken Windows Policing.

Stopping and frisking the usual suspects come in a close second.

Stop and Frisk is so unconstitutional it's amazing anyone is still falling for it.

It works because it allows the police to go on a fishing expedition without even suspecting anyone of committing a crime. The bad guys know this and do their best to avoid being noticed.

That doesn't make S&F legal. Or the smart thing to do. It's only the fact that criminals aren't very intelligent that let's the police get away with it. Change that equation and all bets are off.
