Today's double take-

Which Republican said they were "concerned that somebody with a platform like Meryl Streep's is inciting people's worst instincts" ?
 
Could never understand the American practice of bill riders. Either poison pill or just sneaking something through on the back of something important. Hardly an example of good government.

The use of riders is prevalent and customary in the Senate of the Congress of the United States, as the Senate's rules of germaneness are much more tolerant than those of the House of Representatives.

In some legislative systems, such as the British Parliament, riders are prevented by the existence of the long title of a bill that describes the full purpose of the bill.

*Canada pretty much follows the British system. Can't find mention of bill riders in Aussie or Kiwi parliaments either.*

The Constitutional Council of France has taken an increasingly hard view against riders, which it considers unconstitutional and contrary to the rules of procedure of the parliamentary assemblies. In 1985 the Council started striking down amendment to laws because they were unrelated to the subject of the law.

*It would appear prevalent and customary bill riders are a Yank Congress thing. If not germane why attach a rider? Certainly will slow down bill approvals for the most part. *
