Deep in the valley, inaccessible by road, there exists a tiny village run by a matriarchy. When each woman turns eighteen, she is sent up the mountain to a tiny cabin to visit The Impregnator. By now he is an old man. For generations, he has fathered all the children in the village, because the men are born sterile.

Of course by now, the bloodline is getting pretty inbred.

And then, one young man turns eighteen, and wakes up with an erection...

Interesting idea, but brother knocking up the sisters will lead to just as much inbreeding as daddy knocking up the daughters.

I was thinking along those lines, too (i.e. lost hiker).

What if you have something like a popular campsite being established several miles away from the village. Though the site is well outside the villagers' usual venturing range, one day a virgin villager wanders out and crosses paths with a small group of campers who have themselves trekked several miles out from their campsite. They assume she's a fellow camper and she lets them believe that.

One of them, a young man, takes a liking to her. The group invites the girl back to camp with them. The young man sweet talks her all day and that night, he talks the woman into going back to his tent, seduces her and sleeps with her. Having never been told about sex, (young village girls are never told about sex, women of age are just sent to The Impregnator without explanation and told to follow his every command) the woman has no idea what's going on, but enjoys it very much.

As her lover sleeps, the villager sneaks off into the night and back to her village. She doesn't tell the elders what happened because she's afraid she'll get in trouble for wandering so far away from the village.

After a few weeks, the villager's mother notices her daughter's belly growing. The "immaculate" conception throws the village council into uproar. They harshly interrogate the young woman to discover when and how she got pregnant. When they discover they have a new potential source of impregnators, they decide that from now on they will send their fertile virgins to the campsite and direct them to sneak in to tents occupied by lone men, with instructions on how to seduce them...

You might have to play around with ages to make this kosher. For example, maybe the age of consent in the village culture is 20. A nice round number that allows plenty of time for an 18-year old girl to have sex and begin to "show" before they've officially been deflowered.
