He didn't call anyone's bluff. Congress passed a law to force him to release them and he's partially done so and overly redacted the documents released, therefore still violating the law that he signed

The law requires them to release all of the files with proper redactions. They did not do so.

Whether there were a lot of files or a little bit of files - if the percentage released was not 100%< they are in violation of the law.
