Has everyone read about the guy who enticed 2 girls into undressing? He told them he was entering them into a beauty contest and had to check they were old enough (ie that they had pubic hair). So they undressed in front of him. He didn't touch them and therefore can't be prosecuted. They were 11 years old.

Makes you want to do some serious damage to him.... no wonder people are taking matters into their own hands in the uk.

That sucks.

He could feasibly be prosecuted here fi they could prove that he was achieving a state of arousal by doing this. A tricky situation, but it could happen.
