How are the contents of the 1 page cloud list determined? It's clearly not all tags in use, but it doesn't seem to change for me from log in to log in, so it's not random. Maybe the tiniest print represents some limiting number, like 50 or more? Is that how cloud generators work with very large numbers of items?

Word clouds are based on the total count of words in a dataset, they're not randomly generated each time. With a dataset as large as Lit's one wouldn't expect the top xxx words to change much over time. The size of the font is a broad indication of frequency - the larger the font, the higher the count. The Lit tag sets are in bands of three or four (I can't recall the number of font sizes - at least three).
