Seriously, for me it's usually a combination of 1) Never hearing a particular song on the radio, so when someone actually plays it, it's like "Jesus, where did that come from?" or 2) Hearing a great song at an unusual time.
The first one for me would be Harry Chapin's "Taxi". One of my favorite all-time songs. The second would be when I was driving a 26 foot U-Haul across the Arizona desert in the dead of night, playing with the dials and finding nothing but WJesus for comfort, when suddenly, out of nowhere, Steely Dan's "Babylon Sisters" blares out of the speakers. Man, you talk about chills.
