The focus was never on criminals. Sure, thats what they may have said at first, but look at all the other people who had to deal with that horror.

As for dragged? No, surely not, not unless they resist arrest. As for those poor abandoned children, what parents would be heartless enough to leave without informing ICE that they have kids? ICE would be more than happy to reunify the family and send them home together.
