I think it would be difficult to base an entire story idea around the concept of body art and tats, if thats what you're proposing.
I do use both of them frequently with many of my characters, though. It does add a bit of spice to the characters, and gives them a distict personality, with a wild or naughty 'feel,' based on what and where they are.

well, it wouldn't be novel length, but I pictured someone getting turned on admiring the work... more a set up for a sdtroke story I guess...

Okay, guess I wasn't really sure what you were fishing for.
As for arousing tats, I've seen some pretty good ones online; can't remember what sight it was. One was of a chick with a lolly pop tat right next to her pussy and the caption was something along the lines of, ‘how many licks does it take…’ kind of thing.
Another pretty neat one I saw, was a woman that had a tiger’s face tattooed on her ass. (Very cool, and nicely done btw.) Where the mouth would be, was basically her pussy. The caption for that one was, ‘feeding the tiger.’
There are all kind of silly, sexually based tats out there to work with as a story enhancer, if you dig around a little bit.
Of course you have the typical ‘tramp stamp’ tats, that are pretty hot, they way the creep down into a woman’s ass, or peek from a pair of skimpy shorts, and move up and over the valley of her hips, amplifying her sensuality and curves.
