This is an aggressive thought that bothers me for a while, and I think there's a story there, although it does require insane universe (not that ours could be remarked for sanity). Specifically this could be seen as some twisted mutation of permanude laws, or an addition to some such programs.
So, the idea is, some government body gone weird quietly and without a much fuss sign a law that people with more than X% of skin covered in permanent tattoos aren't allowed to wear clothes in public, any at all (well, perhaps with some safety allowances for real cold weather and such (perhaps totally transparent clothing?), but the general idea). Yes, this is likely besides and contrary to otherwise strict decency rules, but generally comparable with contemporary tendencies (I do believe we're on a rising prudishness wave globally).
Of course, that's practically unenforceable, and great part of the deal is its sudden introduction. From now on, every tattoo has to be registered, at least licensed artists are obliged to. Suspected unregistered tattoos can be checked for and documented forcefully. Yes, that can be nicely abused to strip search practically anyone, even repeatedly.
One possible storyline might be about a girl who go get a new tattoo, but either artist talks her into adjusting the design, or even makes an error calling for an adjustment, either way, the result brings her over the line of this absurd ruling and she's stripped and have to deal with it.
Well, yeah, I hate tattoos on women, with passion. This is just a way to extract forceful please out of that hate. Story however must better be written by someone who understands and perhaps even adore the practice.
Perhaps, it even could result in a reversal, where it is indeed intended as sort of punishment, but certain elements eagerly abuse it to legally go around nude.
