Taliban Offer Conditional Surrender

BANGI, Afghanistan (news - web sites) (AP) - Defenders of the last Taliban stronghold in northern Afghanistan made a conditional offer of surrender Sunday after a day of devastating U.S. airstrikes, the opposition northern alliance said.

U.S. B-52s led a day of intense bombing on Taliban positions outside the city of Kunduz, sending huge fireballs skyward. On Sunday evening, an opposition commander said the Taliban had offered to give up provided there was a guarantee of safety for foreign fighters loyal to Osama bin Laden (news - web sites).

Refugees fleeing the city of Kunduz over the weekend, meanwhile, told of terror at the hands of Taliban troops and bin Laden loyalists. One described a doctor shot and killed for not treating a wounded Taliban fast enough, and others said eight teen-age boys were killed for laughing at Taliban soldiers.

Witnesses also said at least 100 Taliban soldiers were shot, apparently by gunmen from their own side, as they approached northern alliance lines in an attempt to surrender.

The conditional surrender offer was reported by an opposition commander, Nahidullah, who said it was made during negotiations conducted by radio with the Taliban. The Taliban said they would surrender if the alliance guaranteed that non-Afghans fighting alongside them would not be killed and if the surrender were witnessed by United Nations representatives.

There are an estimated 3,000 non-Afghans fighting with the Taliban in Kunduz, including Arabs believed to be affiliated with bin Laden's al-Qaida terrorist network as well as Pakistanis.

There was no immediate word whether the opposition alliance has accepted the offer.

Elsewhere in Afghanistan, a private news agency said U.S. bombardment of Taliban positions in their home base of Kandahar in the south and outside the eastern city of Jalalabad had killed more than 70 people overnight. The reports could not be independently confirmed.

The latest American bombardment of Taliban lines outside Kunduz used the largest bombs yet unleashed in the area. Flames shot into the air, and cracking booms echoed across the valley floor toward the northern alliance's own foxholes in opposing ridges. Avalanches of soil cascaded down the targeted hillsides.

Taliban soldiers could be seen running out on the distant ridges, trying to find cover.

Northern alliance forces had moved a multiple-rocket launcher and two tanks up to the road that is the eastern approach to Kunduz, but there was no sign an attack was imminent.

Refugees fleeing Kunduz over the past several days have said the city is under the control of Arab, Pakistani, Chechen and other foreign fighters - and a hard core of Taliban fighters from Kandahar.

In and near Bangi, a village about 30 miles east of Kunduz, refugees gave chilling accounts of conditions inside the city.

The Taliban were barring people from leaving, telling them, ``If you leave the USA will bomb all the city,'' said a refugee named Dar Zardad. He said he made it out of the city only after Taliban beat him with their rifle butts.

Zardad described the killing in Kunduz of a group of boys in their late teens by Taliban from Kandahar after some of the youths laughed at them. He and others also recounted how troops shot and killed a doctor when he delayed responding to their summons to come treat wounded Taliban fighters.

Refugees said people of the city were hiding indoors and closing their shops for fear of summary execution by the Taliban. Foreign fighters, using local translators, were broadcasting loudspeaker announcements saying they would be taking the offensive against northern alliance troops laying siege to the city.

The reports of bombings in eastern Nangarhar province and in Kandahar came from the Afghan Islamic Press. It said the Nangarhar raid killed 30 people, and quoted a Pakistani official at the nearby Torkham border crossing as saying seven wounded were brought to Pakistan for treatment.

It also said U.S. jets struck targets around Kandahar, killing 46 people, as the stalemate continued over control of the Taliban stronghold.

In the capital, Kabul, U.N. envoy Francesc Vendrell was trying to help work out a plan for a new Afghan government. The former president, Burhanuddin Rabbani, returned to Kabul on Saturday for the first time in five years.

Rabbani has never relinquished his claim to the presidency, though he has acknowledged the international calls for a broad-based government that would include all of Afghanistan's ethnic groups.

A White House official, speaking on condition of anonymity, said Saturday that the United States has been pressuring the northern alliance to share power with other factions and to let the United Nations oversee assembly of a new government. U.S. officials are in the region and in direct contact with the alliance, he said.

Vendrell said he had a preliminary meeting with Rabbani's acting foreign minister, Abdullah, on Sunday. He described the exchange as ``cordial'' but said no outstanding issues were resolved

Surrenders are always unconditional. I say keep dropping the shit on them until they surrender unconditionally or they are all taking their dirt naps.

Miles....It's very likely that if we don't have an american or UN Rep.The Taliban will EXECUTE everyone in the town....and say we did it.
Whether you care about making marytrs or not..Why chance it?..The common people have allready suffered enough under the Taliban and the Russians prior.
If their conditions are reasonable....why not listen?Why possibly allow atrocities to occur?

Their conditions are not reasonable. Besides the fact that the people getting their asses kicked are not allowed to give conditions, isn't the point of the war to sort of like, um...to kill Bin Laden supporters, and not to give them an avenue of escape? We aren't shooting civilians in the street, the Taliban is, and they didn't start doing it yesterday. We are trying to rid Afghanistan of Taliban terror so the Afghans might have a small chance of living in peace. I've been trying to imagine a more laughable proposal but I really can't. Sorry.

Okay, I don't like the fact that these people that the Taliban are in fact pleading for are there fighting for Bin Laden. But how barbaric is the idea of killing people for their beliefs!?

The Taliban will continue murdering innocent civilians until we neutralize them by either capturing or killing them. One condition they want was to guarantee their safety as POW's - whatever the hell that means. This is reminiscent of the fall of Berlin at the end of WWll. The Germans had three choices: surrender to the Americans, surrender to the Russians, or fight to the death. In this case, the Taliban can surrender to the U.S., surrender to the NA, or fight to the death. None want to surrender to the Russians/NA. They have no choice if they want to live.

Personally I'd rather take all of them prisoner and destroy the myth of jihad. Under OUR conditions, not theirs.

It is vital for us to not create martyrs. If we want to stop terrorism we must avoid creating nuclei for terrorist activity to grow up around. The Taliban asked that their fighting men should not be held responsible. This is fair. I do not blame old Germans for the second world war.

The Taliban leaders will not be harmed by any authority. All authorities would rather bring them to trial or exile. If Western Governments thought any differently Saddam Hussein would have been a patch of greasy sand ten years ago.

No parley will protect the Taliban from the mob though.
 
All of them surrender, Afghan, non-Afghan...everyone fighting on the Taliban/Al Qe'ada side. No conditions. Being afraid of creating martyrs is what got us here in the first place.

The Taliban are only offering a surrender to deter future loss of their lives. Funny how they now seem to care whether or not the people of Kunduz, Kandahar or any other Afghanstan are suffering and dying due to the bombing campaign.

From the start of this war, the Taliban have been and continue to spout how their terror organization will not give up or stop it's assault on America or any Nation that enjoys a lifestyle that is different from what their version is.

Why would we choose to allow the other nationalities fighting for their cause to be treated any differently than the enemy. They willingly joined the Taliban to fight against us. They willingly sided with the Taliban and rushed to their sides in battle against us. They are no different than the armies they are fighting for and letting them all go, is only allowing the enemies to disperse into other nations and continue the battle by means of future terroristic acts. Is it worth the risk knowing that we could be allowing those bastards another chance at life so they may live to harm us another day?

They seem to be looking for hostages. What a perfect way to get them without losing their lives in a bloodbath. Just tell us they want to surrender, allow the "negotiators" to enter those cities, then change the rules once again.

Three months ago they were going to excute 8 Christians who were preaching Christianity. Then a few days before we took action against them, they were willing to use those same 8 as a bargaining chip. Then, when that failed and it was time to turn tail and run, they left their bargaining chips to fend for themselves.

Why make it easy on them? They are the ones claiming to be willing to die for their cause. I say we just make martyrs out of them. And when those who come to avenge their martyr's deaths come out of the woodwork, we will know who to target next. Makes it alot easier to sort them all out that way.

So let them die.

Hate to agree with yaya, but he's right. The Taliban didn't bomb the WTC - they simply sheltered someone who did. As despicable as that is, it is NOT the same as perpetrating the act.

As far as the "this is War!" argument, we are Americans. First of all, we have yet to officially declare war on anyone. Secondly, if we act as dishonorably as nations we criticize, who are we to try to claim moral superiority? How can we claim we believe in justice when we don't think anyone who goes against us deserves it? Read the Constitution. Read the Declaration of Independence. It doesn't say, "Justice, only for those who live in the US and meet a certain criteria." It says, "ALL men are created equal" and ALL men are endowed with inalienable rights.

Come on, people. Act like Americans, for crissake. THINK. This blind "let's kill em all!" crap is sure fun and catharctic, but it runs contrary to the principles of our founding fathers.

As far as the surrender thing, I'd have to read more about before I take a stance. But this bloodthirsty crap is exactly what we criticize about the Taliban and other anti-American nations. Yes, I want to get the bastards responsible for 9/11. But we haven't folks. The Taliban didn't do it. Bin Laden did. And while we're farting around in Afghanistan - patting ourselves on the back, wasting time - Osama's out there planning more terror.
