Take it MS paint won't do it? You could try GIMP, it's a free download, bit of a long-winded process though...

GIMP is a great free program for working with images. I don't know about the learning curve, though. There's also Google Picassa, which is fairly simple, with good documentation.

I used to use Irfanview before I got Photoshop. It's free and pretty straightforward to use.
