I think you can put a photo in your profile at any time, but to put up an avatar it takes 100 posts.

Violette_Elan is correct about the profile picture.
If you go to your "User Control Panel" aka User CP, you'll see a listing of "Settings and Options." There you'll find "Edit Profile Picture," follow the steps there and you can add a picture, the guidelines are stated there.
GooodGurrl is right about an AV picture. You'll find the directions for that in the same "Settings and Options" area of your User CP.
