That is actually a good question and hard for me to answer, but I will take a stab at it anyway.

I really enjoy strapon play so it would not be a punishment for me normally but I do see how it could be made into be one. I never had a strapon partner who has done this but I have read many erotic stories involving strapon punishment. This is what I got from those stories and my thoughts.

For it to be punishment I believe it has to involve some sort of pain or with holding of pleasure and or sometimes this could mean a pleasure build up for the sub but no orgasm. (Teasing and Denial scenario)

For me to have an orgasm during strapon play it takes lots of lube, foreplay, and patience. So if a Domme wanted to punish me she could fuck me with little or no foreplay and minimal lube.
