That's probably the most utterly sensible take on it I've heard, but try telling that to the hordes of men who have been conditioned to expect nothing less than total hairlessness and would never admit that they find female body hair anything other than disgusting.

Most of the women I know are no better, and say they're disgusted with themselves when they've let their leg-shaving go for more than a few days.
