An idea free to any author who wishes to run with it:
Your main character is a very attractive female ADA (Assistant District Attorney). She's a formidable foe in court and very used to playing plea bargain poker. She often makes reduced sentence offers to defendants with the priviso that the offer is only on the table until she leaves the room, thereby forcing the defendants to make hasty decisions. More often than not, she gets what she wants.
One day, while doing some leg-work for a case, she finds herself in an office, questioning a sexy guy about case-related matters. After their business is done, he tries to ask her out on a date, but for one reason or another, he didn't really seem like her type, so she declines. On her way out of the building she muses over the fact that despite their personality differences, his body did get her juices flowing. She turns around walks back in to the guy's office and invites him to fuck her right that moment. The guy is dumbstruck, but then she pulls out her old plea-bargaining trick and tells him that if he doesn't agree by the time she leaves, he will never get another chance to screw her.
She really enjoys herself. Not just the sex, but the power. Being able to manipulate a complete stranger in to being her thrall in just a few seconds.
Thus begins a life of scoring with every guy who turns her on, via one-time limited offers.
