Okay, so I have this idea, but I'm stumped for how to go from beginning to end.

Protag meets his high school girlfriend, and finds out that she's married to what was the least popular guy in school, the guy that the MC was the biggest bully. Last time he saw this guy, or his ex girlfriend, was he pulled a prank that wound up with the guy naked in the middle of prom, showing off his very small penis.

He spends the story trying to get back with her, or at the very least prove to her that she should be with anyone other than the looser she's married to.

Story ends with her inviting him to her house, convincing him to let her tie him to a chair, and then proceeding to show just how much better of a lover and person her husband is.

But yeah, that middle, what would he do to try and get back into her life?

I’d say since have him do traditionally masculine things. Depending how much you want the reader to loathe him, maybe have him manipulate some situations

For example: he lets the air out of her tire or sets it up so she gets a flat so he can help her (and doesn’t even give her a chance to try and deal with it herself), maybe “protects” her from a guy who he thinks is being a creep, or tries to flash cash.

I’d say he thinks he’s the guy who can cuck other guys when really any mature woman would see him as the insecure child he is

Honestly, the MC sounds like gutter trash and I think trying to get anyone to see him as otherwise would be the toughest trick.

No, I think the MC (Bully) is the one who gets tied to the chair.

EDIT: I think he reminds me a little of the William Zabka character from Karate Kid/Cobra Kai.

That character is an asshole, but entertaining and kind of an underdog (in the TV show).

How I read it as well. She ties him because she's on to him, knows what he's trying to do. She 'seduces' him to the point where he lets down his guard and BAM! Puts him in his place, humiliating him in front of her husband. Reverse cuck almost. It's a 'justice is served' story

I think another thing MC could do is invite her to a party. He says it’s just a little get together and she thinks it’s as friends.

1. Nightclub: Ex eventually has to go home and MC reveals he’s partying every night. She briefly goes wide eyed but politely excuses herself. MC thinks it’s awesome but she is shocked that a grown ass man is still hitting the club so much

2. Skeezier: the party is at his frat house or a party where there are high schoolers (18+ seniors but still). MC brings the beer so he thinks he’s hot shit when his ex just feels sad and a little disgusted by him

I like the premise here, but I see your dilemma. I dated a woman briefly who dealt with a guy kinda like this. He stalks so he's there when 'needed'; insists on doing things, forcefully- fixing a flat, things like that, that she says she doesn't need help with blah blah. It happens in real life. I do think the story would have to be gritty, a bit harsh maybe.

Kind of the point I think? We'll have to wait for Nuke to come back and see. But that's exactly what I was thinking; she's playing him after she figures out what he's up to

Okay, I reread it and seem to think what I originally thought, my comprehension must be off....and that would not be the first time.

In that light the story makes more sense as something people could support.

One avenue the bully could try is through work. There is some sort of professional connection between them now and he uses it to get an audience with her and maintain that connection. Then its a matter of (professionally inappropriate) wooing; flowers, lunches, perhaps traveling to a conference together.

She's aware of his tricks as he's shallow and clumsy with his efforts. But she's playing him. Perhaps even getting an advantageous contract for her firm, and he get's spanked by his company for letting it happen. Bully think's, "whatever, I almost have her now..."
