I recently submitted a story, Smoking!. It was rejected.

I bet I know why it was rejected, it is a mind control/incest story and when the two sisters are under the effect of the mind control, I have them speaking in utter monotone. To indicate their total loss of self, I have their dialogue without capitalization when they succumb to the control. In other words, the "grammar errors" are intentional.

Is there anyway I can have an editor look at the story in order to possibly get a different judgement call?

You don't have to bet. Click on the blue Rejected and the reason will, thanks to the wonders of modern science, appear on your screen.

Assuming the rejection is for the reason you state, resubmit the story with this explanation in the Notes box and the powers-that-be will look at it again in the light of your explanation.
